Strabon Caribbean Workshop - Michèle Sauteraud, French Ambassador, French Embassy to the OECS Member States - Welcome Address
On April 2006, a Conference on "Heritage and Citizenship - Harmonization of the Policy on Conservation of the Built Heritage in the OECS countries", was organised under the auspices of the St Lucia Ministry of Tourism and the French Embassy to launch a regional dialogue on heritage protection and set up the path for a cultural heritage-oriented tourism sector in the OECS countries.
On that occasion, a French state-approved Foundation, Fondation Maison des Sciences de l'Homme, was invited to present the Strabon Mediterranean programme, designed to develop cultural heritage through an ethical and sustainable tourism sector. At the end of this programme, the Strabon Mediterranean initiative was assessed by its sponsors - the European Commission and the French Ministries of Foreign Affairs, Culture and Communication, and Tourism - as a success story which should benefit other regions in the world.
Catching up on this successful programme, the participants of the conference decided to take two very important decisions :

the signing of the "Resolution of Castries" which strongly recommended the creation of an OECS "Regional Heritage Association"(RHA), composed of members of NGOs and Government representatives;

the approval of a Strabon Caribbean project dedicated to the development of a cultural sustainable tourism sector, through the use of new information technologies;

Des obligations de dernières minutes m'ont privé du plaisir de partager avec vous ce deuxième atelier Strabon à Sainte-Lucie. Cependant grâce au portail qui concrétise notre collaboration, j'ai le grand plaisir de m'associer virtuellement mais très sincèrement à Madame l'Ambassadeur pour vous adresser ce message d'accueil.
C'est en 2006 que le Service de coopération et d'actions culturelles de l'Ambassade de France auprès des Etats de l'OECS a associé la Fondation Maison des Sciences de l'Homme au lancement d'une action visant à promouvoir la protection et la valorisation du patrimoine culturel des pays de l'OECS et plus largement de la Caraïbe.
C'est de cette action qu'est née la RHA, dont le premier bureau, présidé par Eric Milton Branford qui doit être parmi vous et que je salue a été formé en janvier 2008.

The STRABON Caribbean Technical Workshop which will be held in St Lucia, on Tuesday 12th and Wednesday 13th May 2009. This Workshop will be the opportunity to gather all your expertise in order to foster the development of the Strabon Network.
Convention sur la protection du patrimoine culturel sous-marin, UNESCO (26 et 27 mars 2009)
Strabon Caraïbes a contribué à la venue d'Eric Branford à Paris dans le cadre de sa participation à la Convention sur la protection du patrimoine culturel sous-marin, à l'UNESCO (26 et 27 mars 2009).Si ce projet se réalise, seront donc déjà disponibles les textes et illustrations consacrés aux techniques de recherche et de fouille en archéologie sous-marine, ces textes existant d'ores et déjà dans une version de l'exposition et réalisée pour la zone méditerranéenne.
Il conviendrait donc, en utilisant le portail Strabon Caraïbes, d'inventorier quelles seraient les institutions et les personnes ressources susceptibles de documenter ce sujet en vue de réaliser les contenus de l'exposition présentant le patrimoine archéologique maritime et sous-marin de la zone caraïbes.
La RHA et les points focaux qui sont aujourd'hui des acteurs importants du portail Strabon Caraïbes devront, à ses côtés et avec ses partenaires (MAEE, Ambassades de France à Sainte-Lucie, Trinité & Tobago, Cuba, ..), prospecter ensemble afin de trouver les moyens humains et financiers indispensables à la concrétisation de ce projet.
Le 2ème atelier Strabon Caraïbes dont les dates ont été modifiées et qui devrait avoir lieu aux alentours de la mi-mai pourra mettre à son ordre du jour la discussion de ce projet et éventuellement la mise en œuvre d'une première phase qui viserait à mettre en ligne, sur le portail Strabon Caraïbes, sous forme d'une préfiguration virtuelle, les contenus déjà existants et les premières contributions qui seraient proposées à l'issue de ce 2ème atelier.
Jean-Luc Lory, après sa réunion à Paris sur ce sujet, s'en est entretenu avec Fred Constant (Conseiller de Coopération et d'Action Culturelle, Ambassade de France à Sainte-Lucie) qui a confirmé son vif intérêt pour ce projet et souhaite qu'il figure à l'ordre du jour du 2ème atelier Strabon Caraïbes à Sainte-Lucie dont les dates précises en mai seront communiquées d'ici la mi-avril.
Enfin, Jean-Luc Lory va proposer un rendez-vous sur ce sujet à Mme Véra Lacoeuilhe, première secrétaire de la Délégation permanente de Sainte-Lucie à l'UNESCO.
